Gifart - A really large, fantastic selection of flower clipart and web graphics. The image quality is outstanding and the images are copyright-safe and royalty-free. This is the best place I've seen for web developers.

ArtToday - ArtToday offers a very nice and large selection of flower clipart and photos. If you need images for a commercial web site this is the place. There were 360 results in a search for "roses", 43 results in a search for "daisies", and 11,765 results in a search for "flower clipart"! This is simply the best place to find flower clipart and photos and the images can be used on a commercial web site or project.

Mark Charneski's Flower Scans - This site offers original flower photos that are a bit bland but there is a nice variety to choose from.
